Dear Mayle,
As promised, I enclose herewith a draft telegram which we would propose to send to Evans Thomas in connection with his forthcoming visit to Hong Kong.
Para. 2 (i) is a matter on which Evans Thomas is clearly the authority and we are sending him supplementary advice separately. On (ii),
On (ii), however, Evans Thomas has not the same locus standi and you may consider it preferable to deal with this in your telegram to the Governor which we would repeat in ours "in case the Governor might also like to have Mr.
Evans Thomas' advice on this" Perhaps you will let me know if you prefer this alternative, or have you any other comments or suggestions?
In addition to the "Times" leading article, there was a similar comment in a recent issue of the "Economist". I have not been able to verify the reference before sending this off, but I think it was in the issue for 17th August. b.20
